My guess is that Twitter has been in control of the whitehats/military for months if not years.
Where it is convenient they simply maintain the old policies (shadowbanning, etc.) to continue to wake people up.
There's just no way the plan could be this far along without this being the case.
My question is, what other platforms are in the same condition?
