The bill that President Trump signed is H.R. 1625 – Consolidated Appropriations Act, 2018 (see signing statement at https:// www.whitehouse.gov/wp-content/uploads/2018/03/saphr1625hf_20180322.pdf). The pdf that anons are asked to analyze at the top of the bread is the same one that can be found at https:// www.congress.gov/ (the official legislation tracker website). Note that wording changes as a bill creeps its way through the approval process and versions will be archived at each step of the process, so it's critical that you use the correct one that was signed by the President (and shown at the top of the bread). The 22 March version is the latest version available and represents what the House and Senate agreed to.

The Omnibus bill is an appropriations law that funds most agencies. It's the last of a three-step process. The official steps in providing funds to the federal government are the budget resolution, authorization, and appropriations.

The first step is enacting a budget to provide an agreed-upon max $ figure for each agency. The budget is a RESOLUTION, not a LAW, and is a non-binding agreement. Next is the authorization LAW that permits programs to exist (especially important for new-start programs) and which provides specific $ limits. Lastly, Congress appropriates money via a LAW such as the recently passed Omnibus monstrosity.

The Executive Branch is also bound by two other laws that basically state 1) you can't spend money you don't have and 2) it has to be spent on what Congress says must be funded.
