My Theory -The Ukrainian plane was full of Obama Sleeper cells with Dual Citizenship granted by the Iran Deal. The Generals and leaders got US citizenship, the sleeper cells get Canadian so they could enter through the much less closely watched northern border with Canadian passports.
I think they did as part of the deal that was worked out during the "hostage" exchange.
Head fake a war, kill the cabal members/sleepers that will try to escape out of the country, arrest the remaining member once Suleimani is dead.
