If you read the screencap you posted it says "only natural uranium and no enriched material".

Canada use a reactor type that runs on natural uranium. They don't enrich uranium there, highly or otherwise.

The plutonium in spent fuel from power reactors is shit for making weapons.

I've seen this pattern several times in movies and TV, the CIA operative in training having to kill someone as graduation or as a sort of rite of passage. It makes me wonder if this trope is based on reality. It disturbed me when I realized/noticed it.
