I also think they needed to get a budget in to stabilize things when the shit hits the fan, which could even be next week.
My other suspicion is there are things hidden in it that the Dems dont know about that benefit him and the U.S. He lept emphasizing how they couldnt read all of it before voting, as if he were trolling them. That way he can say "I warned you" when they find out.
