Well to be precise it's a "Consolidated Appropriations Bill", and appropriations means spending money.
A "budget" in fedgov-speak is just an internal rulemaking within Congress that doesn't spend any money.
Why do such a public victory lap? It isn't really Trump's style. This doesn't prove the analysis is correct of course.
