Did you not read the ACOE tweet that they were going to be pending billions on a project that was not the wall? Did you all see all the reports of how happy the Dems wereabout the Bill? Why do you think they were so happy? Because Trump got the wall? They are career politicians and know damn good and well that Trump can't do anything he wants with that money. Congress will NOT approve the funds to be used for the wall.

The main reason the funds in this Bill can not be used for the wall is because Congress specifically said it could not. By signing the Bill, Potus agreed to the terms and conditions.

you are half right. Exec branch does not control the funds. Appropriations does. Potus has no control over it. He can petition Congress to change funds designation only. If you think Congress will allow himthe chance to run the funds thru different areas to get his wall, you have not been paying attention. Schumer knows what he is doing. They made sure there was no way for that money to be used for the wall. But that's ok. We will get the wall at some point.
We got the money for the military for a year. Now he can play hard ball with them.
Discretionary is simply "not mandatory" spending. It doesn't mean Potus has the discretion to spend anywhere he wants. The Appropriations Committee is given that control. So don't get hung up on that word.
We did get 1.6 bil for "border" But it is to repair/replace existing fence and/or some plastic fencing. Wording does not allow for it to be used for any concrete barrios.
As for the ACOE, I can not show statue on how it is to be used. I do know they have plans to increase personnel with the funds and they tweeted about a mission billion dollar project they can now start work on. But, I simply don't know if Potus has the authority to use ACOE to construct the wall.
I don't think he does and here is why. He was very upset about having to sign the bill. It was already signed before the press conference. So anything he said on air could not have changed the Bill. If he could use the ACOE to build the wall, I would think he would have said as much, knowing full well what signing that Bill did to his base. He touted how good it was for the military, and it is. But if there was a snowball's chance in hell of being able to use it for the wall, I believe he would have said as much.
Therefore, I don't think he can use the ACOE, but I have no proof.
