Not exactly. They're more like things that are very sensitive to their inputs, so small perturbations in input lead to large changes in output.

This was discovered in early computing of weather patterns, where states were stored to resume computations, and people found that the results would change from run to run. It turned out that the precision of the numbers internally was greater than the precision saved, and the difference in numbers (e.g., internally the number would be 1.234, but only 1.2 would be saved, so a difference of 0.034 in the input) led to entirely different conclusions.
