If the congress is crooked and gives up the info to the enemy, then they should hang for treason. The power isn't really transferable without amending the Constitution (just like gold, or gun confiscation or even building a wall with DoD money), and none of it is a reason to allow this shit to continue.
POTUS is showing over and over how the power has shifted to an imperial presidency. The congress could stop it all, if they just sat down and legislated instead of eating/doing kids and counting their stacks of cash.
