One point: There is no particular limit to the number of defendants that can be on an indictment. It all depends on the circumstances that are alleged. And the 140,000+ sealed cases are sealed cases; we think probably many/most actually are indictments, but it would be inaccurate to call them all indictments. Sealed cases or sealed dockets is a more accurate term.
