Maybe, top 5 witnesses in GJ right now? Or maybe Durham has 5 GJs going now? Because I don't know of any active cases announced (as charges) by Durham yet, so only GJs are possible at this time.

Yes, I'm aware of that requirement, so you are implying that there are 5 who will be able to testify to treason committed by /targets/, in the actual criminal court trial (or military tribunal).
