It makes little sense to have that many unsealed indictments Q-connected. Sure we know it is a big group, and we're not in it. But to go through that many indictemts, even over the following 5 years, are way to many for a justice system to handle.
This makes me think that the indictments are fake. Just like you can impeach a hamsanwich you can indict one too.
Go for the leaders and financiers and let the heads roll. This will free the lower people to tell their story over the following years to corroborate the indictments of the leaders and financiers in the eyes of the public.
TL;DR We don't need to jail everyone, only the ones who control others.
