There haven't been many updates about DUMBs over the years, what this guy says is that it's mostly getting cleared and put under White Hat control, mainly in the US, less so worldwide.
(I think he also insinuated that Jeffrey Epstein got transferred to Greenland through a NY DUMB. No idea whether dead or alive or by whom.)
