Lawfag here but not admitted in VA. However, using the general rules of statutory construction that are pretty much common (could be different, so I'm hedging a bit and not gonna do a shitton of research to find out the answer)…

 

The sentence structure is "to the extent necessary to ensure public safety" at "any place or facility" that is "designated or used by Governor, political subdivs or gov't entities"…

 

here's the kicker

So…nothing in that chapter (which I haven't read) changes the VA Constitution except as the government deems necessary to keep the public safe AT AN EMERGENCY SHELTER.
