Where does it actually state that POTUS issued directives to transfer/delay the funds?

Yes, I read the complete 9-page Decision document. The meat of the report names the OMB and State Dept, but no actual humans are named. I recall some weeks back, an astute anon uncovered this unauthorized withholding by some DS operative, and predicted they'd try to smear POTUS with the guilt. Kudos to that anon, because he was correct.

 

Still, nowhere in the Decision report does it DIRECTLY state that POTUS knowingly or deliberately withheld or delayed funds. Unless I missed it. The Decision DOES state that POTUS does not have the authority to delay or withhold funds, and it does say that OMB and State DID unlawfully delay or withhold funds; but it DOES NOT state that POTUS directed them to do so.
