In my 5 minutes of searching:

• Since barbara is the 'Chief Medical Examiner' if someone arranged for her to be in the right place in the right time, logically that person must be above her in the structure of the organization, well according to "https://www1.nyc.gov/office-of-the-mayor/org-chart.page" that person is the 'Deputy Mayor for Health and Human Services' which at the time was "Dr. Herminia Palacio".

• My guess is this whole thing was planned few months before, and she was 'paid' with that CEO position in advance.

• the icing on the cake is really if you look at the 'institution' she advanced to and what they do, you will instantly know which group they belong, i mean just check their twitter… "https://www.guttmacher.org/" "https://twitter.com/Guttmacher".

• if however, she left before my bet is on the mayor since the replacement was set way after "https://archive.is/0Nfrw"
