My personal belief is he cut a deal. He may or may not have participated in some things on the island, but considering he's working directly with @POTUS, there's a distinct possibility he's actually not dirty.
I have no proof or facts, just a guess. The reason for that is I never got to the point where I was rich or successful enough to be a target. Seems as though my master strategy of being below the radar has paid off!
