Another theory is that this may be part of the the white hats plan. It is very interesting that this is happening when the impeachment trial is happening.
Having marshal law declared in Virginia by the democratic governor might not be a bad idea.
Washington DC is almost completely surrounded by Virginia. If say shit hits the fan at this impeachment trial citizens either left wing or right wing might decide to take matters into their own hands.
If Virginia is under marshal law then these folks can be intercepted before getting to DC.
