Capital Square is not "designated or used by the Governor as an emergency shelter for the purpose of sheltering persons;"
§44-146.15 paragraph 3 literally says that the ONLY place the Governor can ban guns is IN an emergency shelter. (during a declared emergency)
Read this exemption with the whole context included (for clarification); (the verbs remain the same, ("designated or used by"):
"except to the extent necessary to ensure public safety in any place or facility "designated or used by" the Governor, ("designated or used by") any political subdivision of the Commonwealth, or ("designated or used by") any other governmental entity as an emergency shelter or for the purpose of sheltering persons;"
Northam's "Executive Order" in and of itself is a Federal Civil Rights violation. Northam knows this Virginia Law (§44-146.15 paragraph 3) specifically forbids him from limiting Gun Rights in this situation, but issues the order anyway. By doing that, he knowingly violates every Citizen in Virginia's Civil Rights under 42 U.S.C. § 1983-1985 (Deprivation of Rights) & (Conspiracy against Rights).
