They hadn't actually tried to remove the president until they transmitted the articles of impeachment. It definitely has logic behind it. Having non-binding votes for show is one thing but once they initiated a legal trial with the intent of removing a president it (could) fall under military jurisdiction and constitutional crimes now. Civil and federal jurisdiction are not the arena to have that battle in.
