It will go down as one of Wikileaks’ more astonishing achievements that it managed to turn the director of the CIA—a man who some have vilified as the architect of the drone wars and an endorser of torture—into a sympathetic character.
But that’s what happened on Wednesday when the website devoted to transparency and government accountability published loads of personal information about John Brennan, his wife, and children, and other people close to him that had no obvious connection to his work as the CIA chief or his earlier role as President Obama’s homeland security and counterterrorism adviser.

Section 7058. Global Health Activities (Modified)
Global Health Security Strategy.-Not later than 180 days after enactment of the Act, the
Senior Director for Global Health Security and Biothreats at the National Security Council, in
coordination with the Secretary of State, the USAID Administrator, the Director of the Centers
for Disease Control and Prevention, the Secretary of Health and Human Services, the Secretary
of Defense, the Secretary of Homeland Security, and the Director of the Office of Management
and Budget, shall submit to the appropriate congressional committees a comprehensive interagency
strategy to accelerate the capabilities of targeted countries to prevent, detect, and respond
to infectious disease outbreaks. The strategy shall: (1) detail the role and responsibility of each
relevant Federal agency in implementing the strategy; (2) include multi-year cost estimates for
operations and programs necessary to implement such strategy, disaggregated by agency; (3)
describe the mechanisms for coordination and oversight of such programs; ( 4) review lessonslearned
from previous efforts to promote global health security; and (5) identify any obstacles to
the implementation of such strategy in policy or legislation, and include specific
recommendations for addressing such obstacles.
Subsection ( d)(l )(C) repurposes funds to assist communities in Haiti affected by cholera
resulting from the United Nations Stabilization Mission in Haiti. The Act also requires the
Secretary of State to ensure that mechanisms are in place for monitoring, oversight, and control
of such funds in order to prevent waste, fraud and abuse. The Secretary of State shall work to
increase such assistance from other donor countries. Information on these matters shall be
included in any notification submitted pursuant to subsection ( d)(l )(C).
Subsection (d)(l)(B) repurposes funds for USAID to carry out programs to accelerate the
capacities of targeted countries to prevent, detect, and respond to infectious disease outbreaks.
