Q was just letting us know that after Trump is done, when POTUS 46 is elected, there will still be some hard-core anti-MAGA communists around. And Q is also hinting, that the job won't be done even after one generation, i.e. 20 years, as Putin's example has shown. Make impossible promises to lull the mark into a stupor, take him for all he's got, and move on to the next mark.
