I've presumed Q team/NSA have access to something that's able to stop/block the CIA's seven dwarf computers, for when they intend to post.
It's probably more a protection from geolocation etc. that just happens to lock the dwarves out or something.

I'm going to presume it must be U.S. time, considering. I just know Q has stressed it's important, not just to be in the same time zone, but to be in a particular time zone.
