Is the down time of 8kun a result of Eager Lion (Iron Eagle) exercise or are the attacks real?

Considered the planning and the timing (see attachment) it seems to be an simulation for exercise.

Also: both 8kuntop twitter account and codemonkeyz did not tweet during the down time (they did a week ago)
