High Crimes and Misdemeanors Impeach Congress
Media and "Constitutional experts" state high crimes and misdemeanors includes violating the public trust. Some talk about risks to national security. In that regard, numerous members of Congress on both sides of the aisle should have been impeached year after year.
The Constitution specific assigns Congress the duty of passing appropriation bill to all allow funds to be drawn from the Treasury for the operation of government. Year after year, with six months to review and debate spending levels and programs. They repeatedly and deliberately fail to pass appropriations before the start of the fiscal year risking a shutdown of government and denial of service to the citizens. When continuing resolutions or appropriations are finally passed, there is often little difference in the legislation. All about political grandstanding.
Congress violates their oath of office to perform their duty. They violate the public trust and risk national security by playing political games. Congress's actions are deliberate and malicious, bordering on seditious conspiracy (18 USC 2384). They hide behind the Budget Act which exempts them from their responsibilities.
If Congress believed in the oath of office and the law, the senior appropriations committee members and leaders in Congress would be impeached for deliberate failure of duty, for violating the national trust.
