Yes but ACoE could do all the engineering, oversite, supervision and purchase of the concrete and materials with the contractor providing the grunt labour. A project eats up like 90% in those costs so the 1.8 billion could provide quite a lot of grunt work and a lot of wall.

If they were cars, the one in front has a decent paint job but the engine has had a lot of owners and driven a lot of miles. The chassis is rusted out. I think there is wiring problems as well.
