Optics too. Dems think it will look bad if POTUS takes action against them, because they hope to spin it as "Trump had me arrested because he doesn't want to be impeached". They hope that fear of bad optics will deter POTUS from enforcing the law. (It won't.) Dems are facing treason charges … death sentence possible … so they are motivated to delay, and delay, and delay.
