I don't see how any 'Official U.S. Policy' would relate to the investigation of a specific person or company. Do current and former officials get immunity through 'Official U.S. Policy'?
It is laughable to say it is inappropriate to have a foreign country investigate a U.S. citizen.The FBI has offices all over the globe to do just that.
