Both were for different reasons. Bad guys wanted the surveillance/control and the good guys wanted a way to obliterate the bad guys.

Computers are different than anything else. Most other things are more 'biological' – they have imperfections. The cabal underestimated the consequences that computers are digital and can be made 'infallable' and 'forever.' The good guys understood that the cabal's game theory is weak against this and exploited the advantage.
