Is there a policy re: bakers removing some recent Notables from one bread to the next?

The last bread showed a dozen notables from #976. In this one, only three.

Just making sure this is a known & acceptable practice. No offense to 982 baker. Don't want to see helpful notables being removed from bread for no good reason.
