No, it's far more subtle than what you are understanding.
Jesus said render unto Caesar that which is Caesar's, and render unto God that which is God's.
It puts the onus on the listener to determine what belongs to God and what belongs merely to mankind. It requires the listener to decide for themself whether God's law supercedes mankind's law. (Spoiler: It does.)
Physical things are of this world.
Spiritual things are of God.
