Ayn Rand covers this in The Fountainhead through the character of Ellsworth Toohey, an intelligent but corrupt individual who lacks originality/creativity. He grows to hate real talent/genius and goes about trying to destroy it -not head on, because when genius is focused on war he would lose, but by destroying the ability of the public to even recognize it.

 

Praise and elevate mediocrity, or worse. Shower it with praise and awards, and soon the average will think that genius is nothing special at all and sneer in derision, unable to recognize or appreciate it anymore.
