Obama did not feel bound by the terms of the various spending bills, as it was not a "budget". So why should POTUS who is supported by the American people? But not to worry, I am sure the monies will be legitimately spent somehow.
A better way to stop them is to join a strong prayer group and pray against them and their evils. It is called spiritual warfare and it works. Former satantists have reported that the little old ladies praying in groups against them have screwed up their evil hexes and curses and schemes.
