This is BS. The audio from ATC is out there. He was instructed to hold from entering class c airspace due to other planes on IFR approaches to an airport. They cleared him to pass the airport and he did. He was using special VFR conditions and not instruments.

He was on special VFR and was told that the Class C was IFR. They had him hold for airplanes landing in the area of where he wanted to go. He wanted to pass through the Class C using Special VFR and was granted permission once traffic cleared. That took about 15 minutes. Watch the video with transcript and audio of ATC and the pilot. I believe it was in the notes yesterday at some point. It's really well done.
