start by defining what you expect 'mass arrests' to mean
are we talking, a grand total # of arrests?
an 'arrests per minute/day' measurement ?
it takes at least 4 victims during one incidence for it to be considered a mass casualty event, so are we saying 4+ arrested at once then?
If so, they've been wellllll underway for quite some time now.

They're trying to change it but they've lost their grip and we're figuratively chopping their hands off so they won't be able to ever get another grip.
We're in the middle of watching centuries of coordinated effort and design be dismantled, while a new system is put in place.
