That came up last night. I found that it appears to be a demo site by a Chinese web design company. The 'official' site 404s:

There are two ways of using Tor.
The first way is to access the hidden service address. This is done with those weird onion URLs. It's mainly for websites where the server running it is supposed to be hidden. When you use this 8kun gives you the 000000 ID.
The second way is to put the normal URL in Tor Browser and use the Tor network as a poorman's VPN. When this option is used 8kun sees the exit point's normal IP, doesn't know or care that you are using Tor, and gives you a normal ID.
To be clear, this is $4m to study the idea. It's bureaucrats sitting at desks and poking calculators. They're not funded to actually go out and start testing these ideas. They'll need a lot more than $4m for that. Article's sauce:

Q mentioned Project Looking Glass when someone noticed that the 11.11.18.* IP range belongs to the DoD. So it's a computer project.
Most likely, it's a yuge population-scale behavior prediction model that needs to scrape up every social media post and internet comment from everyone and then uses this data to predict the most likely outcome of future events. It's either named after the fictional time-scope-thingy or Q used that concept that we would be familiar with to give us some idea of what these IP addresses are used for and what it ultimately is meant accomplish.
