Could Atkinson have been part of the trap to catch Schiff and the whistleblowers? Did he submit directly to Congress knowing that the complaint was BS and in an effort to smoke out rats in the administration?
No, here's what happened per protocol:
Atkinson looked into the complaint, and interviewed several government officials whom the whistleblower identified as having information to substantiate his claims.[12] On August 26, having found the complaint to be both "credible" and "of urgent concern" (as defined by the ICWPA), Atkinson transmitted the complaint to Joseph Maguire, the acting Director of National Intelligence (DNI).[14]

Anon theory regarding Ukraine Phone Conversation Trap:
Michael Atkinson is the Inspector General for the Intelligence Community.
Whistle blower complaint was sent to him.
Atkinson looked at the complaint and submitted it to the appropriate person, DNI Joseph Maguire.
DNI forwards any valid complaint to the Senate and House Intelligence Committees.
Steven Engel of DoJ Office of Legal Counsel determines that the complaint is not related to intelligence activity and thus does not need to be submitted to Congress.
* Atkinson takes matters into his own hands and sends it to Congress directly

Atkinson might be a white hat despite POTUS voicing frustration with him. "Why did the IG IC submit to congress?"
To set the trap. That's why.
Regardless, of why Atkinson sent it directly to Congress his investigation period and discussion with the DNI would have given DJT and his team time to prepare the trap.
