Hard to see that in this case, if the leak came from the NSC. As reported, Bolton (or his publisher) submitted the manuscript of his kiss-and-tell “memoirs” to the NSC for the normal pre-publication review procedures regarding books by ex-NSC personnel. The leak most likely occurred during that process - particularly as Lt Col Vindman’s twin brother is involved. Sometimes the simplest explanation is also the most likely, even in the national security state.
