How do all states and protectorates draw a map of needs per state versus capabilities of each state ?
How to blueprint solutions to each state's needs by matching to another state's capabilities ?
How to enable entrepreneurs to build the business enablers that bridge capabilities to needs ?
How to replicate for extra-national supplies and demands ?
This would require a rewrite of HR goals and rules
