If you 'own' your own chopper why would you not use it and instead charter? That charter helicopter just also so happens to be the blue one previously owned by the State of Illinois?

It looks like the line pattern is a bit different, obviously there would be some color fainting after the fire, still digging for potential chopper matches. We need an inside source with higher res picture of the crash.
