Interesting you should say that. The [5] minute delta that's in the graphic is a delta marker that has a news marker connected to it, the [#2] for McCabe. In that example the news marker was used in the delta marker.
But most of the time I think they're completely separate. The number markers used to specifically note the amount of minutes in a delta are just delta markers, but ALL other markers including number markers not for The Clock are for news.
