Just rewatched that movie recently.
He wanted the "bad cop" in negotiations, which makes sense to bring bolton in, but he became to power hungry and started to war monger too much he became useless.
It was a gamble. It did work for NK though somewhat and might've set up Iran for talks, but he's a neocon fuck.
