All public buildings of any size will have hidden (unless you know where to look) passageways, stairs, tunnels, doors, access panels, crawl spaces… Malls have them, as do hospitals, most schools, office buildings of every size. All of it for practical reasons, but obviously can be used for nefarious reasons by nefarious people.
