18th witness would be the first witness in the trial because the house only carried forward 17 withesses. The first trial witness will now be the 18th witness if it is not one of the previous 17 withesses presented. The first trial witness could be the ig horowitz, bolton or even hunter b. The dem senator saying they dont need an 18th witness could be 187 on one of them.
