if you inline java script in the svg file you can make it animate in svg rendered view. You might be very pleased with the effects you could get by setting up some rotation votexes within a three dimensional space and putting some rotation into your image. you'd have to see it in a broswer and be handy with java script.

a very far out conjectorial (fake) narrative:
some evil cabal entity is targetting good people and the government knows this so they create a scare to make eveyone wear masks so that the facial recognition of the cabal, that they use to target good citizens who the government is trying to protect, the facial recognition is defeated by the fact that everyone wears a mask. So cabal targetting is defeated and a wave of assassination is prevented.
