I think they should. If they don't let Bolton ~~testify~~ perjure himself then we'll never hear the end of if from the Dems. He presents little real danger. And Trump's guys will totally dismantle his credibility. It'd be fun to watch. Plus, it then gives us an excuse to bring in the whole Biden/Schiff cadre to also testify.
