i was thinking something along the same theory.
That Switzerland is their home base,, and the 3 other cities are the ones they use to control the 3 different sectors, religion, banking, military.

Switzerland is home to CERN, DNA research, Red Cross,Banking origins/ ssecret swiss accounts), Bloodlines, they are the only neutral country in the world. so they are immune from all wars basically.
Also they celebrate Krampus( the devil goat that scares and eats children at Christmas time) they also have a statue in Bern Switzerland of a man eating babies. And there was a another statue that Chrissy Teigen traveled to photograph, a man juggling and kicking babies statue( forgot what city in Switzerland it was in)
