It appears we may have all the monies needed to build a wall. We might need a little legal advice and mumble jumble lawyereze but the 1st site on pages 5 & 6 gives the President the ability to use the funds for the global war on Terrorism and build the wall.

I was aware we were building the wall by "fixing" the old portions of the wall. I think that all funds were now made available to finish the wall with the legislation.
