Sheriff Skinner Selected for White House Summit on Human Trafficking
On Friday, January 31, 2020, Collin County Sheriff Jim Skinner will attend the Human Trafficking Summit at the White House, commemorating the 20th Anniversary of the Human Trafficking Victims Protection Act. Sheriff Skinner was selected to speak about the North Texas Sheriffs' Criminal Interdiction Unit and their efforts to combat human trafficking across North Texas and help end this form of modern day slavery.
In 2017, Sheriff Skinner along with seven other Texas sheriffs; Grayson County Sheriff Tom Watt, Hunt County Sheriff Randy Meeks, Parker County Sheriff Larry Fowler, Rockwall County Sheriff Harold Eavenson, Smith County Sheriff Larry Smith, Tarrant County Sheriff Bill Waybourn, and Wise County Sheriff Lane Akin, joined together to create the NTXCIU to help stem the flow of narcotics and human trafficking through North Texas. This unit has seized tons of narcotics, over $1.5MM in cartel bulk cash, weapons, nearly 100 stolen vehicles and several commercial trucks containing human cargo. The efforts of this unit has also resulted in the rescue of missing children. The NTXCIU is unique in that it is a rare cooperative effort that allows deputies from different Sheriff’s Offices to conduct interdiction efforts across county lines.
In addition, Sheriff Skinner continues to make the protection of children one of his top priorities in Collin County. His creation of the Child Exploitation Unit was designed to combat child trafficking and various other forms of child sexual exploitation. The CEU’s multi-agency undercover operations have resulted in the arrest of over 100 individuals for felony crimes related to the sexual exploitation of children.
Experts believe that over 300,000 persons in Texas are victims of human trafficking, at any given time, and that over 79,000 of these are children. Texas leads the Nation in the number of human trafficking criminal cases working their way through the federal courts. Twenty years ago, Congress designated Human Trafficking as a federal crime and passed the Human Trafficking Protection Act.
Skinner stated, “My fellow sheriffs and I are proud to be fighting to stem the tide of human trafficking here in North Texas, and honored to join Governor Greg Abbott in his aggressive no-nonsense approach to combating this scourge across the State of Texas.”
