Scenario: Japanese reps smile & act reasonable in 1941 DC, even as the attack fleet was headed toward Pearl. Now, Chinese reps act all reasonable & make trade deal, even as the virus that is supposed to wipe out the West is being prepared. Neither of these ploys seems to have worked out well.
